State-Administered Funding Opportunities
The American Recovery and Reinvestment Act strengthens Ohio’s economy by building upon its strategic investments in the advanced energy industries. Several programs are available for energy projects that will enable Ohio to stimulate the creation and retention of jobs, save energy, increase energy generation from renewable energy, and reduce greenhouse gas emissions. Below is the list of funding opportunities for energy projects that are currently available as part of the American Recovery and Reinvestment Act. NOTE: Parties interested in applying for these or other state-administered American Recovery and Reinvestment Act programs must register at www.recovery.ohio.gov/opportunities/state/. This is the first step in the application process.
The State Energy Program will enable Ohio to stimulate the creation and retention of jobs, save energy, increase energy generation from renewable energy, and reduce greenhouse gas emissions. The program is a collaboration between the Ohio Department of Development and the Ohio Air Quality Development Authority with input from additional state agencies. The total level of State Energy Program funding allocated to Ohio is $96,083,000.

Energy Efficiency and Conservation Block Grants
The Energy Efficiency and Conservation Block Grant program is one of several energy-related programs receiving funding through American Recovery and Reinvestment Act. A total of $84,183,300 is available to Ohio, which includes $59,203,700 that is available through direct allocation from the federal government to the ten largest counties and to the thirty-three largest cities. The remaining amount of $24,979,600 is available to the Ohio Department of Development. On June 23, 2009, the State of Ohio filed its proposal for use of the $24.9 million. The plan was approved by the United States Department of Energy on September 28, 2009.

The following program is currently available for eligible projects and funded through the State of Ohio's State Energy Program allocation from the Department of Energy:
In accordance with American Recovery and Reinvestment Act’s Energy Efficiency and Conservation Block Grant Program, the Ohio Department of Development solicits applications from eligible local county and city governments that did not receive direct allocation from the federal government through the Energy Efficiency and Conservation Block Grant program, for projects that lower fossil fuel emissions, reduce energy usage, and create jobs.
Application Instructions:
- Submit a one-page project summary to www.recovery.ohio.gov/opportunities/state/ no later than 2:00 pm on November 20, 2009. Applicants that have already submitted a summary at www.recovery.ohio.gov/opportunities/state/ do not need to submit again.
- NOTE: On the www.recovery.ohio.gov/opportunities/state/ page, click on “Submit your Proposal” in the “How to Apply” box. When filling out the “Project Information” section of the form, choose the Federal Stimulus Program category “Energy and Environment” and the subprogram “Energy Efficiency and Conservation Block Grants.”
- Submit an application to the Ohio Department of Development, Ohio Energy Office no later than 2:00 p.m. on November 30th, 2009. The application forms are found below:

Conference CallAll interested parties are invited to join a bidders' conference on the application process for the Energy Efficiency and Conservation Block Grant Program: Local Governments Request for Proposal. Representatives from the Ohio Department of Development will be available to respond to questions and provide guidance on successful projects.
The bidders' conference is available through a conference call scheduled for November 12, 2009, from 2:00pm until 4:00pm. Presentation materials will be emailed to all registrants before the conference call and posted online. Questions, answers, and other information shared in the bidders' conference will be posted on this webpage shortly after the event.
ENERGY STAR Rebate Program
Through the American Recovery and Reinvestment Act, the ENERGY STAR Rebate Program is available to provide residential consumers with rebates to buy energy-efficient Energy Star products to replace old appliances and help lower energy bills. The State of Ohio is eligible to receive $11,020,370, and the Ohio Department of Development, in coordination with other state agencies and stakeholders, is developing a proposal to administer the rebates to Ohio consumers. On October 15, 2009, The State of Ohio filed its plan for use of the $11,020,370 for approval by the United States Department of Energy.
