The Ohio Capital Access Program encourages state depository financial institutions to make loans to for-profit or nonprofit small businesses that are having difficulty obtaining business loans through conventional underwriting standards.

The OCAP encourages lending by establishing a unique loan "guarantee" reserve pool at an OCAP participating lending institution. The state, the Lender, and the Borrower each pay a small fee contribution into the pool. With every loan each participating lending institution enrolls in the OCAP, the reserve pool at that institution grows. The reserve pool is available to the participating Lender for recovery of any losses on any loan they have enrolled in the OCAP.

Financial institutions must enter into a Capital Access Program Participation Agreement with the Ohio Department of Development in order to be a participating Lender.

Small businesses should apply for a working capital, refinance, or fixed asset loan with any participating Lender.

This "OCAP Pre-approval Form" allows Lenders to find out in advance whether their OCAP loans will be approved or not prior to completing the loan enrollment process.
