Community Housing Improvement Program 

The Community Housing Improvement Program (CHIP) provides grants to eligible communities interested in undertaking housing-related activities, including necessary infrastructure improvements. The grants are awarded competitively and encourage a flexible, community-wide approach to the improvement and provision of affordable housing for low- and moderate-income persons, and help develop local administrative capacity.  

Total Funds Available: To be determined for FY 2012
Funding Source: Federal CDBG and HOME
Eligibility: Non-entitlement counties and cities with an approved Community Housing Improvement Strategy or included in a nonparticipating jurisdiction consortium; or entitlement cities located in a nonparticipating county with an approved Consolidated Plan and meeting CHIP requirements.

Homeless Assistance Grant Program 

The Homeless Assistance Grant Program provides grants to eligible applicants for emergency shelter, supportive housing, and permanent supportive housing activities that meet the housing needs of homeless families and individuals. 

Total Funds Available: $18,423,700
Funding Source: Federal Emergency Shelter Grant Program and Ohio Housing Trust Fund
Eligibility: Nonprofit organizations, local governments, public housing authorities and consortia of any eligible applicants.

Housing Assistance Grant Program 

The Housing Assistance Grant Program provides grants to eligible applicants for emergency home repair/handicapped accessibility and homebuyer counseling/down payment assistance for projects that meet the housing needs of low-income families and individuals. 

Total Funds Available: $5 million
Funding Source: Ohio Housing Trust Fund
Eligibility: Nonprofit organizations, local governments, public housing authorities and consortia of any eligible applicants.
Application: There were 28 FY 2011 Housing Assistance Grant Program applications submitted requesting more $7 million. Of the applications received, 23 applicants were awarded allocated funding of $5 million. The program will provide services in 67 counties and will benefit an estimated 1,672 homes.

Housing Opportunities for Persons With AIDS Program 

The Housing Opportunities for Persons With AIDS (HOPWA) Program provides eligible nonprofit organizations and units of local government with funds to devise long-term, comprehensive strategies for meeting the housing and supportive service needs for persons with AIDS or HIV-related diseases. 

Total Funds Available: Approximately $1.2 million for FY 2011
Funding Source: Federal HOPWA Program
Eligibility: Nonprofit organizations incorporated with Ohio's Secretary of State and granted 501 (c) 3 status by the Internal Revenue Service; and units of local government.
Application:  The FY 2011 Housing Opportunities for Persons With AIDS Program application will be available approximately eight weeks prior to the application submission deadline.
