Q: "Aeropropulsion and Power Management" are listed on page 6 of the RFP under Technology Subject Matter as being one of the technology areas of interest. Are these two elements tied together? What do they mean?
A: Aeropropulsion and Power Management are tied together. The word "and" was inadvertently included in the RFP. It should read "Aero-propulsion Power Management". The expectation for this technology area is power management as it relates to aero-propulsion.

Q: Are foreign-owned companies eligible to participate as collaborators?
A: Yes. However, keep in mind that a primary goal of the program is to catalyze technology innovation and commercialization by Ohio industry.

Q: What is the minimum level of cash cost share commitment that is expected from the lead applicant?
A: Just as 100% cash cost share from the lead applicant indicates no commitment from the collaborators, 100% cash cost share from the collaborators indicates no commitment from the lead applicant. The ideal amount is somewhere in between.

Q: Can multiple universities or not-for-profit organizations be involved on a single proposal?
A: The program is not intended to support proposals that have two or more universities, non-profits or some combination involved. The collaborators are intended to be companies or industry associations. Furthermore, the expectation is that the platform and associated work is sourced from within the lead applicant, and not work that is subcontracted or subgranted to other institutions and their platforms.
